Examples for Civilitary Model II 


  • ISIL, originating in Iraq, terrorizes civilians in nearby Syria, execute terrorist attacks in Lebanon, and Saudi Arabia and also carry out terrorism across the globe;
  • Boko Haram from Nigeria attacks civilians in neighboring Chad, Cameroon and Niger;
  •  The Houthis in Yemen have also launched Katyusha rocket attacks and even several Scud missiles into Saudi Arabia;
  • Ansar Bait al-Maqdis , Hamas  and Hezbollah all shoot rockets into  Israel and commit terrorist attacks inside Israel;
  • Hezbollah established  an External Security Organization (ESO) and uses it to execute numerous terrorist attacks around the world.

  • Hamas acquires ballistic capabilities and embeds the weapons
  • in densely populated residential areas in Gaza;
  • Hezbollah uses the same strategy in Lebanon;
  • Ansar Bait al-Maqdis in northern Sinai Peninsula claimed responsibility for launching several rocket attacks on the  southern Israeli city of Eilat;
  • The Houthis in Yemen launched Katyusha rocket attacks and​  Scud missiles into Saudi Arabia;
  • Pictures taken during ISIL’s military parade in Al-Raqqah boasted scud missiles could suggest that the group has obtained terroballistic capabilities.

Territorial terrorist groups acquire ballistic capabilities and embed the weapons in densely populated residential areas

  •  Terrorist groups add a clear territorial dimension to  and  govern the lives of the civilians
  • The evolution from non territorial to territorial entity resulted in the creation of  territorial terrorist groups 


       Military ​​​Response 


Some states and coalitions of forces have adjusted their own national security strategy and use surgical airstrikes to

degrade the terrorists’ capabilities.

  • The US-led coalition  strikes terrorist installations in Syria and Iraq (as does theRussian Air Force in Syria) against ISIL;
  • The Saudi-led coalition jets raid the Houthis in Yemen;
  • The Egyptian Air Force conducts strikes in the Sinai Peninsula against Ansar Bait al-Maqdis; 
  • Nigerianand Chadianfighter jets operate against Boko Haram in Nigeria;
  •  The IsraeliAir Force strikes terrorist groups in Gaza and Lebanon

  • Boko Haram controls land in northeast Nigeria equivalent to the size of Belgium;

  • Hamas in Gaza, Hezbollah in Lebanon, and Ansar Bait al-Maqdis in northern Sinai Peninsula also maintain clear territorial boundaries;
  • All of them govern the lives of  civilians

Territorial terrorist groups conduct the following triple terrorist strategy:

  • Terrorize the lives of civilians inside their territory;
  • Terrorize the lives of civilians in nearby states;
  • Facilitate terrorist attacks around the world​
